Papers of Joseph Palmer related to his positions as a member of the Mass. Provicial Congress, the Mass. Board of War, and the Mass. Council during the Revolutionary War. Also, letters, orders, and papers related to military operations of the Suffolk County Regiment of the Mass. Militia of which Palmer was Brigadier General. The papers, in particular Palmer's drafts of resolves, petitions, etc., relate to the role of the Mass. governing agencies in the war, especially in Boston and Braintree. Correspondents include Benjamin Lincoln and Thomas Legate.

As of Aug. 1, l774, Gov. Thomas Gage had replaced the Council chosen from among the members of the General Court with one appointed by royal writ of mandamus. On Sept. 1 he called for the election of representatives to a General Court to meet in Salem on Oct. 5, but on Sept. 28 discharged them.
